Abstract  This paper, based on the field work in Tianzifang area, intends to explore how the turning of industrial structure affects the local image and social relationships. The authors first outline some arguments about the production of cultural landscape and the exploring of meaning. Second, the authors review the historical process of the turning of industrial structure as well as the landscape and the local image in Tianzifang area. Then, they highlight the changes in social groups and social relationships during the whole process and try to analyze mutual effect between the development of creative industry and local social changes. The results show that the concentrating of creative industry has improved local image and at the same time makes the social relationships more complicated. The good artistic atmosphere which the artists built just brings the gathering of recreation industry, which forces artists to seek a new place to work and has nothing to do with the improvement of living condition of local residents. These bring a lot of social conflicts. During the turning process, the government and merchants have achieved their goals of appreciation of land value and making profits, but residents' and artists' benefits claims for promoting working and living condition have been ignored. It is obvious that capital has more rights while the need of the masses has been neglected. As for regional harmonious and continuous development, the creative industry has made Tianzifang area turn from a traditional, local, private and poor area to a fashionable, international, open and rich area, which may have great value. In order to improve the local image and make this area keep developing, coordinating the relation among different social groups in this area will be an important safeguard measure.
