LAND-USE MODEL OF URBAN ECOLOGICAL SENSITIVE REGION——A Case Study of Changchun Jingyue Economic Development Zone

Abstract  Land-use of urban ecological sensitive region is one of the toughest questions in the domain of urban planning, urban construction and urban management, where dilemmas between environmental protection and urban construction can always be witnessed. Based on identifying and summarizing land-use models of general cities, this paper makes an ecological sensitive assessment on current land-use of Changchun Jingyue Economic Development Zone (the Jingyue Zone) by using GIS. The result indicates that the Jingyue Zone owns a high ecological sensitivity, which can be explained by the special water area and planted forests of the Jingyue Zone. Furthermore, the paper proposes a spatial structure model, a land-use type structure model and a management model of the Jingyue Zone land-use and notifies that the latter 2 models are still in the process of improvement. Besides, this paper also puts forward:1) In the latest 30 years, urban land-use has scarcely been formulized when increasingly complicated modern city, or even post-modern city, is coming into being; 2) The Jingyue Zone, belonging to the typical urban region of ecological sensitivity is restrained by natural and human impacts internally and bound by functional limitation externally; 3) Ecological sensitivity taken into consideration, the land-use of the Jingyue Zone should take a spatial pattern of "low density, multiple clusters and gradient grey"; 4) During land-use structure adjustment and optimization, the proportion of environmental positive land-use and dual-impact land-use should be enlarged to over 90%. This forms the basic land-use pattern that can meet the function designated to the Jingyue Zone and the request of environmental protective screen in the ecological sensitive region; 5) A dual model of development and protection should be set up to manage the land-use of the Jingyue Zone.
