THE RESERCH OF THE STATUE AND DEVELOPING ORIENTATION OF TOURISM IN DIFFERENT REGIONS IN CHINA

Abstract  The policy, which the State Council put forward, suggesting that tourism should be built into a strategic pillar industry has been responded actively in different regions. Considering the reality of different regions in our country, strategies to build tourism into a strategic pillar industry in different regions have been demonstrated. China is on the way of industrialization and urbanization, and manufacturing industry, electronic information industry and high technology industry are important industries which support the rapid development of national economy. However, under the tough conditions of export obstacle, employment pressure and serious carbon emission, speeding up the development of tourism has special meaning. As industrial structure in China goes more and more maturely, tourism plays as a more and more important role with its superiority of less investment, higher rate of return and lower pollution. Some activities that associated with tourism have become the key aspects to develop economy. The target that tourism should be developed into an important industry of national economy has been put forward by National Tourism Administration in China. Some cities in China have made tourism pillar industry, forerunner industry or important industry of tertiary industry in their plans. The suggestion to speed up the speed of development in tourism is approved of by routine conference of The State Council and it's the first time that tourism is suggested to be built in to a strategic pillar industry. Many developing countries make tourism planning as an overall planning, which has its drawbacks. China is a large country with 31 regions except Hong Kong, Taiwan and Macau, and the 31 regions have differences in developing tourism; we should have a discreet attitude towards the true situation about tourism. The article makes a distinction in the concepts and relationships among strategically new industry, strategic pillar industry and pillar industry. "5 section classification" method is used to classify the statue of tourism. Typical examples in each 5 sections are selected to describe detail developing tactics and by this way, we can get the basic common tactics in making policies in tourism and this is the main purpose in this article.
