Abstract Based on comprehensive analysis of foreign academic papers on high-tech industrial clusters and innovative parks, this paper analyses theoretically the history and dynamics of main national high-tech innovative parks in China by means of internet browsing. The evolutionary mechanism of national HTIP involves innovative clusters, industrial clusters and related nested cycles. The innovative cluster involves multi-level governments, research institutes, scientific elites, incubators and venture capital (VC), etc. The international link of national HTIP to the rest of the world is also regarded as a very important factor in the evolution of high-tech innovative parks.A national HTIP is a very important technopole which involves inputs, outputs and its functions. The developing path of national HTIP is composed of three parts: ① location of a high-tech innovative park and optimization of its regional milieu including construction of infrastructures and technological incubators, and preferential policy system, etc; ② attraction of innovative resources from outside and integrating utilization of them which include high-tech achievements and enterprises, universities and institutes, technological elites, etc; ③ spinoff of high-tech enterprises, generation of industrial clusters and spatial diffusion of high-tech industries, which involve following-up of supportive services, networking of high-tech enterprises, generation of innovative clusters and construction of accelerators, etc. In general, government plays a critical role in the early period of national HTIP construction, and market & regional milieu will play more important roles at later stage.
