Abstract Regional policy strength is the value of policy variable which was published by government to effect the regional economic structure. The influencing factors of regional policy strength can be divided into two categories, regional policy content and policy background attribute, the former focuses on the policy tools system, while the latter focuses on the influence scope of regional policy and policy implementation support capability. On the basis of which have been mentioned above, we put forward a quantitative index system of regional policy strength, according to which we quantitative investigation space-time evolution characteristics of regional policy intensity value. This paper takes the regional opening up and development policies in Yangtze River delta since 1978 as an empirical research sample. Regional opening up and development policies can be divided into three levels:macro opening up and development policy, special economic zones and synthetically reform testing district policy, development zones policy. Quantitative analysis found that:(1) The strength value of Regional opening up and development policies have differences in level, basically, reflect the corresponding level of every type. (2) Different types of policies have different characteristic changes in strength values. (3) Regional opening up and development policies have phases and periodicity. (4) At the beginning of reform and opening up, regional policies strength turned to be gradient in space, coast was higher than inland, but at present, which has changed from level gradient to flat..
