Abstract To form principal functional regions is put forward definitely in the Outline of Chinese National Fifteenth five-year development Planning. This is another important measure for the nation to harmonize the regional development in the whole homeland after implementing the policies of Western China Development, Northeastern China Renaissance, the Rising of Middle China and encouraging East China to take the lead in developing. The main purpose of these measures is to promote harmonious development among different regions in different periods. The concept of principal functional region planning is a kind of new ideal, new thinking, new measurement, new development in the regional study and development in our country; It is also a kind of innovation in the theory and practice. At the same time, it is also a new challenge for the governments and researchers, and it demands new countermeasures to resolve new problems in practice. Based on the four aspects of basic concept, lines of planning, means of planning, implementation mechanism, the author discusses the basic problems of principal functional regional planning of our country land. Then the author brings up the concept of principal functional planning, namely, in a certain period of time, considered natural and geographical conditions, the current building circumstances and future development potential, at the same time considering with high-level and national development objectives, then divide a certain geographical spaces and design their main functions and implement the corresponding management policies. Then the paper sums the three lines of designating from one rank to another, summing from one rank to another, checking one another of the former two ways. The paper believes that the above three lines can be used not only separately, but also simultaneously. The author also discusses the rank and size of the space unit and believes that we should use different planning means in different rank and size space units. The author discuses the relationship between qualitative and quota and believes that in some functional regions qualitative means can mainly be used, and then at some other functional region we should mainly use quantitative means. The author analyzes the selection of indexes, the designation of interval of the value and concludes that it is important to select the suitable indexes and determine the proper interval of the value if we use quota analysis means. Meanwhile, the author concludes two kinds of evaluation systems of the governments' working efficiency and performance, namely, the quality of the economic development and the quality of environment construction, discuses the social fair of the implementation of the policies. The author hopes the above studies are helpful to the research on principal functional region planning in our country.
