A STUDY ON THE LAND USE POLICY OF XI'AN CITY DURING URBANIZATION |

Abstract The paper chooses regional expansion, average annual increasing speed, land use efficiency and vary range of land use utility as indices,and analyzes the land use utility of Xi'an city in the process of urbanization from1992 to 2002, by taking into consideration of the economic efficiency of land use. The results indicate that the index of the multiple of regional expansion was 1.44 in Xi'an city from 1992 to 2002, and the index of average annual increasing speed was increased rapidly from 1.24% to 15.96%.Although the index of land use efficiency was decreased from 3.92 to 3.69 in 2002,the ultimate trend of land use efficiency was increased annually as a whole.Then, the paper predicts the future demand of urban land use scale according to the increase of non-agricultural population, economic development and urban construction. The conclusion is that,from 2002 to 2010,the minimum demand of land use scale for new increasing non-agricultural population,economic development and urban construction will be 16.32km2,138.86km2, 199.80km2, respectively. So, the total of minimum demand of urban land use scale in Xi'an city will be 354.98km2 from 2002 to 2010.
The results also show the problems which must be resolved in the following years' land use policy in Xi'an city in the process of urbanization, such as improving land use utility to make full use of the present urban land; adjusting structure of in-city land use to improve land use efficiency; developing the construction of land market to guide land users' behaviors.
The paper finally provides some policies aiming to increase economic efficiency of land use in Xi'an city. Firstly, we should release more potential of in-city land by cleaning up present land in order to increase the economic output. Secondly, because of insisting on sustainable land use policy, we should control constructive land use scale and make efficiency of various land use types come to a state of balance. Thirdly, we should put various forms of obtaining state land using power into practice in order to embody the market value of land resource.
