Shanghai which is at the first level, has experienced the era of the Huangpu River to the age of Yangtze River and has stridder forward the era of regional maritime. If we have a good grasp of opportunities of the next cycle of regional integration into the world economy,we can achieve objectives to construct Shanghai into an in ternational economic, financial, and trade center. The key Location opportunity of the second level is to link up with Shanghai and use superior economic resources of Shanghai. Cities on the third level have small-scale economy, which can find opportunities from bottlenecks that affect space resources' act. Finally, the paper use the era of freeway and huge bridge as empirical research to further confirm that Locational opportunity plays an imporfant role in regional economic development, which is supplemented by detailed analysis of Huzhou, Zhoushan, and Nantong.
