STUDY ON THE LAND UTILIZATION AND OPTIMAL POPULATION IN PUDONG NEW DISTRICT OF SHANGHAI |

Abstract Firstly, the paper analyses the current situation and problems of the land utilization and population in Pudong New District, Shanghai. It considers that the land structure and population distribution in different regions differ greatly in Pudong New District, Shanghai municipality. The nearer to the Huangpu River, the higher build land proportion and the denser population scale there are. Through comparative analysis of the domestic and overseas per capita build land and the land use structure, the paper finds that the proportion of residential estate and the land used for industry in Pudong New District, Shanghai municipality are too high, while the land used for communal facilities and public greenery are very little, which are not similar to those of overseas and domestic international cities and not fit for the prospective development.In order to solve these problems, the paper analyzes and probes into the medium and long-term rational land use structure and per capita build land used in Pudong New District, Shanghai municipality under certain precondition, and explains the increasing and decreasing of every kind of land. After conceiving the classified indexes of the build land, the paper gets the rational expectancy of per capita build land and the according form in Pudong New District. Generally speaking, the proportion of residential estate and the land used for industry in Pudong New District need be lessened and the land used for traffic, for communal facilities and public greenery need be increased. By per capita build land indexes dividing total effective build land delivery volumes, the paper educes the appropriate population scales of Pudong New District during the goal period and puts forward three different expectant schemes. As a result, the paper considers that the population scale of 3 million until the year 2010 and 3.45 million until the year 2020 is suitable.In the last parts, the paper points out the steps to adjust and optimize the structure of build land and overall arrangement, which are on the basis of current situation and will achieve the rational land borne population. There are mainly three steps, which include the overall control over effective supply of build land, the adjustment and optimization of build land structure, and the adjustment and optimization of build land and population arrangement.
