Abstract Since China entering WTO, in order to meet the need to integrate with the international practice, and the need to dispose resources globally under the background of globalization, the philosophy thought of Chinese land management has taken great changes:①Shift from resource management to resource management and assets management as equally important. Ministry of Land and Natural Resources issued the long order No.11 on May 9, 2002, namely, " The regulation of selling the right of using state-run land through bid, auction and selling", which definitely demands that all the local government should deal with their affairs in accordance with the new regulation since July 1, 2002. The land is not only a kind of resource but also a kind of special asset. Its fundamental marketing frame has integrated with the international practice. ②Advance from traditional management to modern management. Since the middle of 1990s, our management relies mainly on computer and has gradually integrated with the international practice, which guarantee the efficiency and science of land management:In view of the management practice, we appeal to the government policy and regulations to ensure the seriousness of land management.③Shift from surviving management to surviving management and developing management as equally important. On one hand continue protecting the cultivated land, using the strictest system in the world protects the cultivated land well. On the other hand manage land assets well, through the market disposition excavate the value of land assets, raise the fund for local economic development. Because of the request for market disposing resources, the strategic emphasis of national land management has moved to the issues of openness, justice and fairness. In view of the fundamental realities of China which has a large population but a few land, we must establish the thought of protecting cultivated land resources firmly and conscientiously. The regulated management and operation of urban (town) land will become a hot and difficult issue during some certain stage at present or in the future. Therefore the further management of urban (town) land should be steadily developed so as to raise more funds for the city development and construction.
