Abstract Resource-based regions are the regions in which there is obviously resource-based economy,namely,and resource-based industry is more important to regional development than other industries.Resource-based product is the basic product of the intersectional trade,regional economic development mainly depends on the growth of resource-based industry,the economic growth is at the expense of a great deal resource use.Shanxi province is one of Chinese typical resource-based regions.
Inconformity of industrialization and urbanization is universal in different districts in China.Degree of inconformity of industrialization and urbanization is the more serious in resource-based regions than other regions,which shows mostly in the two aspects,that is to say,the inconformity in the level and structure,the inconformity in the quality,rate and efficiency.In resource-based regions not only the rate of urbanization lags,but also structural inconformity is quite serious,such as in Shanxi province the proportion of non-agriculture employment is 36.2% below the proportion of non-agriculture product.The quality,rate and efficiency of industrialization and urbanization are lower than the level of industrialization and urbanization.The causes of the inconformity consist in the three aspects mainly:the inconformity of industry layout and urban distributing in the resource-based regions,the inconformity of the single mode of resource exploitation and urbanization,the inconformity of the pattern of production and social organization and urbanization.
Aiming at resource-based economy,the thesis puts forward some thoughts and policies on the conformity of industrialization and urbanization.First,accelerating the transformation of industrial structure,largely developing urban-industries according to the urban function orientation.Second,establishing urban core status in the regional economic development,fully exerting urban activeness and positivity,perfecting urban various functions,enhancing urban agglo
