Abstract Based on the theory of needs and the incentive theory in management psychology, taking the different "needs" of different participants on the influencing factors of county economic development as the starting point, this paper explores the incentive mechanism of policy based on the needs of actors. Based on the questionnaire survey, taking Yanling county, Henan province, a typical agricultural industrialization area, as an example, this study characterizes the need hierarchies of different participants' and develops an incentive policy system to accelerate the development of county economy. This paper presents that, the incentive process starts from the "needs", and end with "action". Construction of incentive policy system must be based on the "Hierarchical needs" of farmers, enterprises, industries and government departments, to identify the carrier of cooperative incentive, to effectively start up the incentive mechanism and realize the synergy. Besides, this paper puts forward several development models for the cooperative incentives and elaborates their cooperative incentive policies.
