THE SPACE PRODUCTION AND GOVERNANCE RESCALING OF STATE-LEVEL NEW AREAS

Abstract  State-level new area is a type of new state space that has attracted much attention in recent years. From the perspective of the new state space theory, this paper argues that the state-level new area is the product of China's new state space selectivity in the new era, which has shifted from urban interior space into urban agglomeration. State-level new area is also a territorial organization set up at the city-region level to meet the country's needs to undertake global industrial transfer in the context of globalization and urban competition. After this argument, the paper discusses the characteristics and mechanisms of state-level new areas' space production. It is found that most of the state-level new areas are cross-border territorial organizations constituted by multi-scale administrative units. And it has shown an intertwined top-down and bottom-up mechanism during the process of space production of state-level new area. Simultaneously, based on the close relationship between space production and scale rescaling, the paper also studies the governance of state-level new area. Through the analysis of different types of governance structure of state-level new areas, it is found that the key factor influencing the rescaling process of the state-level new area is the coupling degree between the new scale and the original administrative system. Finally, on the basis of the above research, the paper puts forward some policy suggestions on the future governance reform of the state-level new area. The most important point of the reform is to minimize the number of territorial organizations in the state-level new area by the means of administration division adjustment. Another acceptable way is to unify the territorial logic of all administrative units in the state-level new area.
