Abstract Regional development strategy is made up of planning and decision which include some important and general issues that have close relationships to regional politics, economy, society, culture and ecology. In terms of improvement of regional governance and the level of regional development, regional development strategy is more and more important. Therefore, providing theoretical guidance for the top of the regional policy design by studying of Chinese regional development strategy becomes more and more important and necessary. Thus, this article attempts to enrich China's regional development strategy research. In this paper, the author uses the five-year plan materials for national economic and social development to analysis the dynamic evolution process of China's regional development strategy, then uses content analysis method and policy tools to make empirical testing. The research results show that China's regional development strategy have gone through three development stages which included of the balanced development stages, priority development stages and the coordinated development stages. In addition, different stages of evolution impetus exist differences, such as, political construction of national defense resources, social construction of transportation, economic construction of setting up a modern industrial system and cultural construction of human capital in the inland areas are the main driving forces of regional balanced development strategy implementation. In this paper, the innovation points in two aspects:one is using the content analysis method to analysis of China's regional development strategy evolution,which is unlike to previous research, for content analysis method is the combination of quantitative and qualitative research; the other is from the angle of the spatial fair and efficiency to analysis of the regional development strategy of main driving factors, compared with the past that from the angle of fairness or efficiency is a breakthrough.
