Abstract Regional readjustment and integration is a mechanism based on the market mechanism and the system of macro-control. It aims at upgrading the coordinated growth of industrial structures and functions in terms of regional industry, infrastructure facilities and city network. The era of long-term interregional separation has come to its end. A new partnership virtually characteristic of manufacturing industry, its division of labor forces and cooperation pattern is forming up, and an expo rt-oriented industrial base has begun to take shape. But with regard to the active participation in the global economic circle and the advancement of regional competitive and innovative capability, there are still such malpractices as a deficient mechanism;differing opinions, repeated construction projects and unbridled competition. From such strategic perspectives as mechanism readjustment and integration, unified planning and structural adjustment, the municipal governments of these three cities are all faced with the common undertakings. To be more specific, the local governments should play their historical roles to establish a well-ordered city-town framework, to optimize the distribution of resources and to build up an internationalized system and a base of high-tech zone, thus enabling Zhujiang Delta to become an important "metropolis economic zone" and play a leading role in manufacturing industry, finance and trade development across the Asia-pacific region.
