Abstract Regional economic integration is the objective requirement of economic development. However China is facing several serious problems on the regional economic integration:the fist is regional market system hasn't set up; the second is that the supply of some regional infrastructure is deficient while others excessive; the third is the problem of regional public resource management is increasingly serious. The delay of regional economic integration in China has become the important factor that affects entire economic development. The course of reforming and opening up to the outside world is the course of forming multivariate benefit main bodies. Since reforming and opening up to the outside world, the power of central government shifts continuously to local government including economic rights, so the rights of local government is extended continuously. The article analysis the process and reasons of forming multivariate benefit main bodies and points out that the local governments that pursue local biggest benefit become the important resistance that affects regional economic integration in existing institutional system. The regional economic integration needs balanced benefit allocation. Institution is an important factor that affects the benefit of local government and central government. Institutional evolution is an the important channel that realizes the balance of different benefit main bodies, so the regional economic integration in China need promote institutional evolution.The article researches the form and direction of institutional evolution in the process of regional economic integration in China. Spontaneously institutional evolution and constrainedly institutional evolution all play important role in institutional evolution in regional economic integration. At last, the paper put forward that the construction of regional organization, which can delegate the whole regional benefit, is one important part in the institutional change.
