Abstract The paper expounded the idea that tourism system is an open, complicated and large system by deeply studying its characteristic at first, on the basis of which, the paper put forward a view point that tourism planning should be guided by systematic synthetic integrated methodology, from qualitative to quantitative, that has been used to study the open complicated and large system.Then the paper pointed out the conception, trait and essence of this methodology.In the end of the paper elaborated the operating mode of this kind of methodology.
