RESEARCH ON REGIONAL DIFFERENCES OF MECHANISM OF ENERGY EFFICIENCY RESPONSE TO INDUSTRIAL RESTRUCTURING IN CHINA |

Abstract With the economic development of the society in China, the energy problem has already become an important restricting factor, how to improve the energy efficiency are becoming the current hot spots in society from all walks of life. Evolution of the industrial structure is one of the important factors to affect energy efficiency, foreign and domestic scholars have given sustained attention to the relation between China's industrial structure and energy efficiency. Because of the difference of the analytic methods, the study periods, the study scopes and the evaluating indicators cause even the oppsite view in existing studies. The authors, by analyzing the characteristics of energy efficiency and industrial structure of 30 provinces in the mainland of China, establishing a VAR model and using the impulse responses function (IRF), reveals the mechanism of energy efficiency response to industrial structure evolvement and the regional differences. Some conclusions can be drawn as follows: ① the level of the industrial structure evolvement in Eastern Region is higher than that in Central Region, Western Region and Northeastern Region; ② the energy efficiency in southeast to the northwest is overall decreased in China from 1985 to 2010, energy efficiency are significantly different between provinces; ③ the inhibition of secondary industry on the energy efficiency improvement in Beijing and Shanghai has been significantly evolved, preliminary in Tianjin Liaoning and Heilongjiang, not yet appeared in other provinces; ④ the response of the energy efficiency improvement to the industrial structure evolvement has a positive promotion in Eastern Region, a negative inhibition in Central Region and Northeastern Region, however, in Western Region, it has a positive promotion in the former and a negative inhibition in the later. It shows three different dynamic response processes from Eastern to Northeastern and Central to Western region, its main driving mechanism lies in the different phase characteristics of the various regional economic and social developments.
