Abstract As the product of developing the social productivity to a certain degree, urbanization is closely related to industialization and modernization. It is a sign of social progress and the crystal of human civilization. At present, China is vigorously pushing forward the development of urbanization everywhere. The development of urbanization will be able to bring abront great changes of social economy, and have an effect on the ultimate alteration of landuse in the urban and rural regions, resulting in a series of issues such as the harmonions development in urban and rural regions. The course of urbanization is a kind of the process of landuse change. With the acceleration of urbanization, land-use problems become more and more serious. Using the SPOT image covered Xi'an city and relevant documentation and data, this paper selects the southern outskirts as research area, refers the national land use classification method, and acquires the land-use data of the southern outskirts in 1996 and 2006 by interpreting the image and vectorizing the Xi'an city map of corresponding years. With the spatial overlaying analysis of GIS, the paper quantitatively analyzes land-use change from 1996 to 2006 in research area, and subsequently uses the intensity index of urban construction land expansion with Quantitative Analysis. By analyse and comparison, this paper draws the conclusion that the area change and type change of land-use have the great effect on the economic structure and social activity in the outskirts. In 1996, arable land and residential land in the sourthern outskirts in Xi'an are respectively 67.02 percent and 16.85 percent. In 2006, arable land and public facilities in the sourthern outskirts in Xi'an are respectively 46.33 percent and 28.89 percent. The data indicates that arable land is decreasing with the development of urbanazition.
