Abstract Social capital is a trust relationship between individuals with long-term interaction based on expectation. This trust relationship can bring benefits through cooperation. Industry transfer is a process of dynamic networking involving time and space dimension, and a process of optimal allocation of resources and capital. At present, China is in the social transition period in which the model of resource allocation formed before the implementation of reform and opening-up policy tends to be out of date. The allocation model of social capital affects greatly in contemporary China in the content and forms of industrial transfer. The author tries to implant the theory of social capital into the traditional industrial transfer researches that may widen the researches on the industrial transfer method. Firstly, the paper gives the definition of the industrial transfer based on social capital theory. Secondly, the author puts forward a new framework to study the mechanism of industrial transfer from the perspectives of dimensions, relationships and goals. Thirdly, the paper analyzes the experience in the process of co-construction development of southern Jiangsu and northern Jiangsu. The author also constructs an interactive strategic triangle model considering the factors of enterprises, governments, development zones, standard, trust, and social network, subsequently, probes into the econometric model. Therefore, the social relationship network, which is beneficial to industry transfer, should be built among enterprises, governments and development zones. Also it should be operated under normative system. The experience of Jiangsu province shows that it is an innovative pattern of industry transfer to build development zones. Developed zones, developing zones and development zones should be important vectors for industry transfer.
