Abstract：The paper argued the necessity of setting up an international urban system in Tumen river area, proposed a tentative idea on how to organize the size, functional and spatial structures of the system as well as the principles to manage the system, and made a rough evaluation of population growth and investments for the infrastructural construction of the cities there.
