Abstract：By the objective appraisal and analysis of the basic conditions of the two economic zones of Xu Lian and Lunan, such as natural resources, geographical position, traffic, population, city and town, and economic foundation, etc. their similarities or differences and superiorities or inferiorities are pointed out; By tracing the geographical and historical evolution of those two Zones,it is obvious that “Huaihai economic region” should be a common constructive objective whether for the present and future; some preliminary views on the subjects under discussion, such as rational labour division and cooperation, common development and promotion of two zones are put forward.
