Abstract:The elevation of infrastructure will push the regional economic development and benefits the optimization of spatial structure. Among the rest, the re-organization and combination of various traffic modes and the building of primary development axes have a critical significance on provoking a sudden development of regional economy. Taking Southern Shandong and North Jiangsu as an example, the authors discussed the rise of the low economic growth regions. Firstly, the evolution of the transport network is analyzed. Beijing-Hangzhou Grand Canal is the primary traffic channel in ancient time and Lanzhou-Lianyungang railway which cross China from east to west is the dominating connection aisle in modern time, as well as railway and expressway will be the mainly traffic mode in the future. Tang Dynasty is the most prosperous period in this region. Secondly, based on the analysis of the regional situation, it point out some primary factors embarrassing the acceleration of regional economic development, such as the imbalance of traffic network, the industry structure being mainly composed of heavy industry, the remoteness from developed regions, the lack of ports. Thirdly, the development opportunities brought by factors are analyzed, such as the improvement of the traffic network, especially the building of expressway and railways along coastal area, the diffusion of industry, and the transformation of regional development stratagem. The opportunities that brought by the building of railways along coastal area and the relative advantages are analyzed emphatically. At last, some advices are presented on how to promote the regional economic development in northern Jiangsu and southern Shandong, relying on the opportunities that brought by the building of railways along Coastal Area. Based on the Beijing-Shanghai expressway and the railways along the Coastal Area, the cooperation of governments, and the adjustment of the industry structure, and the building of development axes are pivotal to insure the successful implement of various measures. In addition, the transition of the governmental function and the building of strategic base will effect pushing the speed of the development.
