Abstract：From the systematic theory, this paper defines the concept of National Comprehensive Power, points out that Culture Power is the dynamic source of National Comprehensive Power.The paper also expounds that major efforts should be made to develope Culture Power in seeking the sustainable development of National Comprehensive Power.
