Abstract：Natural resource is the material foundation and essential factor for forming characteristic economy. But resource idea and superiority idea,development idea is changing and developing with science-technology and situation in home or abrade. On the ground of entering WTO and carry out Western development we must mate the new thinking about resource transformation strategy.
