Abstract:During the incorporate era of economy and culture which is under the knowledge economy and WTO system, the city developing theories basing on knowledge are forming and the construction of cultural city is becoming a new increase point in modern city development. This article tries to give some suggestions on image positioning and construction strategy of Nanjing City. There are several reasons to construct Nanjing as a cultural city. Firstly, it is a tactic decision-making which will not only inherit but also transcend its centuries-old history of Nanjing City and it is a choice of the strategy to meet the challenge from modern knowledge economy, it is to bring into play the dominance of manpower resource potential in Nanjing city, and form more strong economic dominance. Secondly, it is a necessary step in which to show the charm and enhance the competition capability of Nanjing city for making Nanjing become an international city. Of cause, it is a carrier to realize the expanding of culture capital and economy capital and a important symbol of a modern key city which is full of economy energy. As a result, in the new economic era we try to regard the image of Nanjing City as below:not only a culture city in China but also a culture city in the world. Further more, the most important thing is to filter such ideas to the activities of culture and economy in order to train a good invest environment, a beautiful human environment, an excellent educational environment, etc. As a result, the cultural and industry competition and the international degree will be enhanced greatly. Putting "studying in Nanjing and making success in the world" as the inside information, choosing "the city of caritas" and "the city of primo" as the image, creating "studying and innovation" as the city brand, we will build an international cultural city, with which science and technology is forerunner, and ancient city is characteristics, occupying along Yangtse River and owning first class university. At last, the article shows the ways to create a cultural city, they are:operating cultural industry, actualizing the strategy of science and technology as forerunner, building five characteristic projects and innovating thinking system conditions.
