Abstract:In the form of Cobb-Douglas production function, we Lead the energy into the production function, just as we treat the labor and capital, so that we can probe into the relation between energy and economic in universal significance and the difference form of this kind of relation in developed area and developing one. We come to a conclusion that 5 factor can accelerate economic growth, that is, labor, capital, development of technology, energy for labor and energy for capital. In fact, if a unit of labor consumes more energy, the quality of labor will be better. In the same way, if a unit of capital consumes more energy, the quality of capital will be better, too. A city only having labor and capital is not enough, it must have plenty of energy. Nowadays, the scarce of energy do harm to produce seriously in some Chinese cities. In recent years some south cities in China had no plenty of electricity, so lot's of factories had to stop production. Another similar example is some north cities had to go through a chill winder due to scarce of gas for heating. Obviously there were capital and labor in these areas, but their production was subjected to some energy. In a word, the volume of capital or labor must multiply their weighing in order to get a genuine one. As a kind of important form of energy, electricity influences the production and life of modern deeply, and electricity is also a kind of embodiment of modern urban civilization. Through above discussion of the relation between energy and economy, we can get a theory about how to utilize electricity rationally.
There was some problem of consuming energy in ChangChun city. On the one hand, the consumption of electricity was too small in the energy consumption structure, on the other hand, the industrial structure was unreasonable, as a result the electric consumption of unit output increased. At last, we offered a few ideas to consume energy rationally, such as increasing the consumption of the electricity, optimizing the industrial structure though some energy policy, increasing electric infrastructure, and so on.
