Abstract：The small-medium sized enterprises in our country have made considerable progress and been the main power of the development of the region. Many famous small towns' development depends on the development of the small-medium sized enterprises.This paper analyses the relation between small-medium sized enterprise clusters and the economic development of small towns. we provide some suggestions to develop small-medium sized enterprise clusters in small towns:to lead small-medium sized enterprise to cluster in the small town; to improve the infrastructure; to develop industry which has competitive power; to realize the function of the macroeconomic regulation and service of the local government; to cultivate entrepreneurs' spirit.
