Abstract:There are plentiful researches on Central Business District (CBD), a symbol and window of the metropolitan cities. At present, many cities in China advance CBD in constructing and planning, and blindly follow the trends of the construction regardless of city's size and practical demand. The paper analyzes the actuality and development planning of CBD in Lanzhou, and argues that the researches on the CBD of Lanzhou are still in the initial stage. The construction of CBD is important and urgent in Lanzhou city. The research on the actuality and the mechanism of CBD will be able to guide their planning. Firstly, there are a lot of methods to define the boundary of CBD. The authors studied and measured the shopping centre in Lanzhou by using CBI (the central business index technique)to decide whether there is a CBD in Lanzhou and what its scale is. This method includes two indexes:CBII (central business intensity index)and CBHI (central business height index).Through calculation on authors' investigating data in Lanzhou, the results show that all CBII are bigger than 1, but all CBHI are lower than 50%. Secondly, the authors carried through an investigation on corporations and offices in this region which involved related issues. Most of companies in research area were interviewed. The conclusion is drawn that there is not a mature CBD, but a CBD rudiment in Lanzhou. Thirdly, according to the investigation results, the paper accordingly discusses the characters of CBD in each stage, business developmental step of Lanzhou, existent problems and the formation condition of CBD. What's more, the paper gives some orientation about Lanzhou CBD, and makes a conception planning project and some basic advice and measures of CBD on this foundation. Finally, a conclusion is drawn and the discussion on the general evolution model of CBD function and spatial structure of Lanzhou are made.
