Abstract：The concept of cultural ecological tourism has reached a broad consensus and become a hot of research, which also has a lot interrelations with cultural tourism and ecological tourism. The definition of cultural ecological tourism can be explained from four parts. Firstly, what kind of tourism is cultural and ecological tourism? Secondly, what is the base of cultural and ecological tourism development? Thirdly, almost all the researchers get the same opinion that it is important to emphasize the experience of tourist in the activities of cultural and ecological tourism. Fourthly, it is important to get harmony with the natural and humanistic environment in the development of cultural and ecological tourism, which also means we should get the balance of development and protection. While this paper makes a clear distinguish among these concepts. At its Sixth Plenary Session, the Seventeenth Central Committee of the Communist Party of China comprehensively analyzed the current situation and tasks and concluded that reviewing the rich praxis and valuable experience we have acquired in our country's cultural reform and development, making arrangements to deepen reform of the cultural system, promoting the great development and flourishing of socialist culture, and further boosting a new upsurge in building socialist culture is of great and far-reaching significance for winning new victories. This article firstly makes a throughout analysis on the development background of Northern region of Shaanxi 's cultural and ecological tourism,and secondly builds a value system for its cultural and ecological tourism development, including resource value, investment value, industry value, brand value and the ecology value; Accordingly, this paper puts forward some value-promotion strategies for the cultural ecological tourism development of Northern of Shaanxi.
