Abstract:It is only through the new industrialization way that we could realize the purpose of industrialization in China, and the strategy of "informationalization as leader to industrialization" has been taken into practice this year. As the vital industrial base in China, it is typical to research the informational strategy of the Northeast Old Industrial Base (NOIB) as a case study.
In the paper, the author considers it is very necessary and urgent for the NOIB to adopt the information technology to realize the revival of the region. Through the field investigation, the author discovers the status quo of infomationalization is not sufficient to the demand of the NOIB, for example, the index of information infrastructure constrains the whole quality of the infomationalization, the direction of information industry is not relevant to the renewal of the NOIB, the level of informational application is not high and the hardware is always not utilized enough, and the information is shared unevenly.
Based on the investigation and analysis, the author puts forward the strategic aim of the NOIB in the coming 20 years to gradually realize the transformation from "manufacture base of China" to "manufacture information center of China", eventually to "the manufacture information center in North Asia". Four strategies are suggested:the first, the interaction between the government and the firms as the driving force of competitive capability; the second, the integration of the information industry and the manufacture industry as the intervention to promote the core competitive advantage; the third, network coordination between the firms and the regions by the information technology to solute the problem of the sector segments for promoting the holistic competitive capability; the fourth, knowledge as the base to construct the long and sustainable competitive capability by emphasis on transform information to knowledge.
