Abstract：In this paper, factor analysis method is used to construct the comprehensive environmental factor index of Shaanxi Province, which is introduced into DEA and Malmquist index model. Urbanization in the promotion of social and economic development in Shaanxi, while has brought about a series of ecological and environmental problems, such as congestion effects, haze effects and heat island effects as well as environmental degradation and shortage of resources have restricted the sustainable development of urbanization in the process of social and economic development. The urban development efficiency of Shaanxi and its cities in 2003-2014 is measured dynamically. Differences and the efficiency of urbanization around the city were ranked. The results indicate:1) the overall efficiency of urbanization in Shaanxi has not reached an effective state. Without the environmental constraints, the average of technical efficiency of urbanization in Shaanxi Province as a whole showed a decline trend in general, did not reach an effective state. After adding the environmental constraints, the volatility and downward trend of the technical efficiency mean are more significant, showing "W" type, and the optimal effective state is not reached; 2) Urbanization efficiency regional development is not equilibrium. Without the environmental constraints, the index of technological progress is the main factor to improve the efficiency of urbanization. After adding the environmental constraints, there is no increase in the efficiency of the cities; 3) Under different environment constraints, the efficiency of urbanization is diverse. After adding the environmental constraints of the factors, Xi'an, Tongchuan, Weinan and Yulin areas of the urbanization efficiency value has been improved; Baoji urbanization efficiency values remain unchanged, other regions of the urbanization efficiency is smaller. After adding environmental constraints, the overall input-output efficiency did not increase.
