Abstract：This article,taking the contiguous region among Gansu,Qinghai and Sichuan provinces for example,mainly concerned the motive and target of economic development policy of minority region,and systematically evaluates the development policies practiced by nation in history,and puts forward fundamental thinking in order to adjust the development policy in this region in future.
