Abstract：The evolution of urban system can be reduced to three phases, chaos and forming,lower balance, reasonable unbalance. The evolving impetus of urban system lies in the interaction between human activity and industries and their spatial entity. Namely, urban network, which has administrative degree, is the forming origin and base of urban system; economic development and marketing connection is forming and developing foundation; communication network speed the process. This paper point out the strategy of organization and self-organization which can lead to the reasonable evolution of urban system. At last,the coming development phrase (spreading balance and interconnected order network phrase) and features are put forward:leading urban network system;the comprehension and separation of urban function;forming of urban concentrated zone and balanced distributing of urban system.
