FRACTAL-THEORY-BASED ESTABLISHMENT OF TOURISM REGULATION SYSTEM AND THE RESEARCH ON MANAGEMENT AND INNOVATION——A Case Study of Reform of Tourism Management System in Henan province

Abstract：The tourism industry of China has been established from the late of 1980s, and after a decade's development, it becomes systematical and developed in 1990s. Currently, the regulation system of the tourism industry in China is in the process of innovation under the background of the developing market economics. Tourism industry plays a great role in Henan province, the government of which is implementing a set of reform policies to integrate governmental sectors, which have similar functions, and establish a new management system of tourism industry. From the perspective of fractal theory of nonlinear science, this paper analyzes the characteristics of tourism system which contains the content fractal, the structural fractal, the environmental fractal, the driving fractal, the functional fractal, and fractal of mechanism for the implementation. The research provides a case study of the reform of tourism management system in Henan province. Firstly, the authors review the reform and opening up policy of China then outline the tourism industry in Henan province particularly about the management system reform. Secondly, the authors review the fractal theory and the systematic fractal characteristics of tourism industry. Thirdly, the paper examines the elements of tourism system and their logical fractal relations. Finally, the paper provides a solution on the reform of tourism management which is implemented based on the fractal theory. The solution consists that (1) based on fractal theory, a complete legal system should be established for tourism industry; (2) an industry mechanism with reasonable ratio between power, responsibility and benefit as well as a supervision system should be set up; (3) based on fractal theory, planning, corporation, control and optimization should be included in the administration system of the tourism industry. Finally, the paper reemphasizes that in order to reform the tourism industry of China successfully, fractal theory should be adopted in the management system.
