Abstract In view of the knowledse that "the development process of tourism can be considered in some degree to be the process of the increasing connection of tourism and regional economy", the author puts forward the development model of the tourism in scenic spots. Certain scenic spots shows clear stage characteristicss in time order, including resource conduct stage, production conduct stage and information conduct stage. During the process, tourism develops from scenic spots to towns till the whole reston; resourses are developed from single item to multy items till complex ones; regional economy and culture develop from particular points to the entire area. This development process is in dymanic state.
The author considers that the pattern and development of tourist towns should try to have the unity of space-saving and the protection of ecoenviroment, and durins different processes of tourism in the scenic spots, the development of the tourist towns show different characteristics.
