Abstract According to investment environmental definition made by World Bank, investment environments consist of macroscopical environment, systematic environment, quantity and quality of the infrastructures. Among them the macroscopical environment and system environment are called the soft environment; The quantity and quality of the infrastructures become the hard environment. Regarding this theory as guidelines, the author has analyzed the problems that exists in investment environment of the national-level development zone of Xi'an, and has put forward the corresponding policy advices.
The national-level development zone of Xi'an obtained the enormous achievement after establishing, but so far, the deficiency from investment environment is increasingly obvious, mainly showing in the following aspects:Government's inefficiency makes the entry and exit of the market difficult; The international integrated degree is relatively low, which limits the innovation of management of the development zone and technological innovation; Development of financial service lags behind, and has restricted the development zone itself and further development of corporations in the zone; Lack of high-quality talents of foreign trade and economic cooperation has influenced the quality of the public service of development zone.
The author of this text has offered the suggestion of improvement after analyzing these problems thoroughly:Reform the examination and approval system, remove the obstacle of the entry and exit of the market; Further investigate the characteristics of the trans-corporation, improve the international integrated level in Xi'an, realize the management innovation of development zone and technological innovation. Concrete content is:Improve the logistics level, strengthen industry's related matching ability, enhance market analysis and investigation, offer scientific basis for foreign investments; strengthen the financing ability of enterprises in the development zone, widen the capital source approaches; enhance the cultivation of high-quality talents concerning foreign affairs, and so on.
