Abstract According to the analysis of the shearing effect that the borders act on infrastructure, economic factors, industrial expansion, markets, ecological environment, this paper discussed the "horizontal urbanization model" in provincial border-regions for the first time. In possession of marginal, fractured, competitive and cooperative characteristics, the model may be classified into three types, the powerful city versus the powerful city, the powerful city versus the weak city, the weak city versus the weak city. Probing in to the urbanization model of Xuzhou and Jining in the Jiangsu and Shandong border-regions tentatively, it is proved that the model exists in the border-regions objectively. Because of the shearing effect, the competition often overpasses the cooperation, and even brings malignant competition, but by means of regional governance, the goals of urban integration can be achieved in provincial border-regions.
