Abstract The exploration of tourism culture resources is a critically valuable research topic. As one of few provinces with abundant cultural resources in China, Jiangsu should strategically explore tourism sites with distinct cultural characteristics and develop cultural tourism to become a powerful province in tourism. Now, the study on the tourism culture is at early stage. Widely-accepted theory systems and research models have not yet been developed. This paper inquires into the culture composition of tourism resources and their behavior structure and product categories. It classifies tourism resources into three types, including physical culture landscape, institutional and behavioral culture customs, and ideological culture arts from point of culture composition. Furthermore, the systematic structure of tourism culture resources in Jiangsu province was analyzed according to the four hierarchies, such as region of tourism culture, the system of tourism culture, the group of tourism culture, the factor of tourism culture. The proposed strategy to explore tourism culture in this province includes the following three aspects:First, the water culture is the dominant component of tourism culture resources and its development has leading influences on the exploration of tourism resources in Jiangsu. "Chinese water culture cradleland with the characters of firmness and flexibleness" can be taken as the aim to explore Jiangsu's tourism culture resources. Secondly, the focuses on exploring Jiangsu's tourism culture resources are:1) to pay equal attention to protect and to explore the traditional regional culture resources; 2) to construct innovative cultural tourism sites with vivid time spirits; 3) to create the respective cultural figures of cities and towns; 4) to develop much the thematic and dynamic tourism cultures. Finally, with regard to the spatial allocation of tourism culture resources in Jingsu, the following emphasis should be placed on:1) one main axis of tourism culture, i.e., one along Jinghang canal; 2) three extend axes of tourism culture, i.e., the first along the Yangtze River, the second along the new Eurasian Continental Bridge, and the third along the shore of Huanghai Sea; 3) four areas of tourism culture, i.e., Chuhan culture one, Weiyang culture one, Jinling culture one, and Wu culture one.
