Abstract  Wetlands are one of the best productive eco-systems in the world. However, people develop wetlands so excessively that their areas are shrinkened and their quantities are degraded, which induces serious environmental and development problems. So how to reasonably develop and use wetlands is the dilemma of conservation and development. This paper illustrates that wetland parks are a good way of resolving the problem. Based on the research area of Jiangsu & Shanghai wetland nature reserves, this paper discusses the harmonious relationship between wetland park construction and wetland tourism resources conservation, and it demonstrates the harmonious relationship from five perspectives:ideas, aims, planning & policy, technology and management, and the decision control system in an effort to provide a new approach to wetland conservation and development.
