REGIONAL COOPERATION IN COAL EXPLOITATION BETWEEN THE EASTERN AREA OF INNER MONGOLIA AND THE THREE PROVINCES IN NORTHEAST CHINA |

Abstract This paper researches the development of coal exploitation and transportation issues and analyzes the characteristics, problems and policy requirements of the cooperation. Through in-depth investigation in the eastern area of Inner Mongolia and the three provinces in Northeast China, the authors find that there has been formed a number of typical cases of regional cooperation in coal development in the two regions, which can reflect the characteristics, effects and problems of this regional cooperation. The authors point that there are four models exist. (1) The model of government intervention which can be reflected from the case of the Fuxin Mining Group's mining right obtaining from Baiyinhua coal mine in Xilin Gol League causing by the National Development and Reform Commission. (2) The model of local government active promotion. (3) The model of linkage between central government, local governments and enterprises. (4) The model of voluntary participation of corporations. The typical case is that China Power Investment Corporation building the integrated development industrial chains among the coal development, electric power generation,aluminum metallurgy,railway transportation and harbor service. Further more, the authors point out that to further promote the regional cooperation in the development, transportation and use of coal resources, the government intervention is necessary but the intervention should not just focus on the resource allocation, project investment, examination and approval. Also, the intervention object and intervention mode should convert from planned economy to market economy. Finally, the authors suggest that Chinese government should focus on the following aspects to develop the regional development in this area. (1) The coordination of regional cooperation. 2. Promoting participation of enterprises with multiple forms. (3) Constructing regional transportation corridors and ecological engineering. (4) Promoting the cooperation among local governments.
