Abstract Urban poverty is an international problem and a big challenge that human is faced with. Since 1990s, because of the influence of economic globalization and market economic, the society has had many economic and social problems. In recent years,the city poverty group and unemployment people have appeared, which brings heavy pressure and threat to the country and the society. Through discussing the condition of income, consumption and social life of urban poor families and Community distribution of urban poverty in China, the paper analyzes the basic characteristics of urban poor families to give a detailed introduction of urban poverty and describes the present situation of urban poverty, in order to illustrate the necessity of solving the urban poverty. There are two kinds of reasons leading to urban poverty:the outer factors and the inner ones.The author attempts to make a breakthrough and innovation on the poverty problem, and constructs the city impoverished alleviation pattern, analyzes the alleviation process as well as takes inside and outside unifies, treats the symptoms and the causes as the alleviation pattern the core. The final part is suggestions of alleviating the city poverty problem mainly from the following four aspects:firstly, reinforce the establishment of the governmental anti-poverty subject and improve the social security system, establish specialized anti-poverty offices, perfect the minimum life guarantee system; secondly, enhance the self-qualities of the urban poor and strengthen awareness of anti-poverty; thirdly, impel the re-employment and improve the re-employment service system, and have an innovation on propaganda and training of work mechanism to change the city's poverty poor employment idea and vigorously promote employment training plan; finally, develop non-governmental anti-poverty subjects, expand the channels of aid and strengthen non-governmental organizations.
