Abstract Up till now, there are some studies on Zipf law and fractal theory used in tourism geography, but it lacks systematicness and needs to make a thorough study. There are many studies on tourism income such as the time and spatial difference of tourism income, the influence factors of tourism income, tourism income forecasting model, the connection between tourism income and regional economy, but there isn't a research on the scale structure of tourism income. This paper studied the variation of scale structure of tourism income in Jiangsu province based on Zipf law and compared with the change of difference degree. It tried to find the changing law of the scale structure to guide the tourism resource development sequence, and to provide theoretical support and practical direction for spatial distribution of tourism scenic sites and urban system of tourism nodes and for the building of strong tourism province in Jiangsu. The scale structures of domestic tourism income and international tourism income in Jiangsu province during 2000-2009 satisfy Zipf law in each year, and their changes of scale structure are both in accord with their changes of difference degree. The non-scaling ranges of scale structures of domestic tourism income and international tourism income both vary with a gradually expanding tendency, and the scale structures are optimizing gradually. However, the variation of spatial fractal,distribution pattern and scale gap is not synchronous. The spatial fractal of domestic tourism income varies from local single fractal to single fractal including almost the whole region, while international tourism income varies from local single fractal to single fractal including almost the whole region, then to local single fractal and to double fractal in 2006-2009.
