Abstract With the rapid development of China's economy and people's continued growth in travel demand, leisure tourism has become a new highlight in tourism consumption and new fashion in tourism industry development, its speed and scale is an important component both in Hebei Province, the country, and even in the whole world. The competition-collaboration of regional tourism is the trend and intrinsic request of tourism industry development. Under the impact and promotion of regional tourism integration, it is quite meaningful to explore its development tropism and build leisure tourism industry belt around Beijing and Tianjin. There are both cooperation and competition among the tourisms of the cities in leisure tourism industry belt around Beijing & Tianjin in Hebei Province. Evaluating the tourism competitiveness of the cities quantitatively and comparing their differences will provide important guiding function for the coordinating of the relationship between cooperation and competition among the tourisms of the cities. Basing on the analysis of the research background, significance and the researches summary at home and abroad, this paper selected 7 cities in the leisure tourism industry belt around Beijing & Tianjin in Hebei Province as the studying object. And then it chose 30 indexes and made an evaluation index system of the tourism industry competitiveness according to theory of industrial competitiveness, evaluated the regional tourism industry competitiveness in the industry belt using the factor analysis and cluster analysis method, and classified the 7 cities in the leisure tourism industry belt around Beijing & Tianjin in Hebei Province according to the results. Finally, considering the status and the problems of leisure tourism competition-collaboration in the cities, the paper proposed some optimal strategies, including making the role of government well, building the competition-collaboration mechanism, enhancing the united marketing, achieving developmental reciprocal symbiosis of regional city leisure tourism, and so on. Its purpose was to upgrade the strength of the whole industry belt around Beijing & Tianjin and provided theoretical guidance for the industry belt's leap froging development.
