Abstract This article discusses three modes of rural labor migration in developed countries such as British Mode, American Mode and Japanese Mode. First, during the former period of economy development, the developed countries and the newly industrialized countries accelerates the speed of their industrial development so as to deal with the migration of surplus rural labor, but during the latter period of economy development, they absorbs the surplus rural labor by promoting the development of the third industry. Second, the proper economic development strategy constitutes by the government is an important guarantee for accelerating the migration of surplus rural labor. Third, optimizing the labor quality is another key factor for the smooth migration of surplus rural labor. Fourth, Urbanization and non-ruralization may promote each other. This article addresses the specialty of the labor economy development in China owing to the following facts:non-synchronization between Urbanization and industrialization, low industrialization level in the province with large population of migrant workers, long process of rural labor migration, and the regional difference of labor economy. Take Henan, the big province of labor economy as example, the writer summarizes six modes for labor economy development, including labor mode of migratory bird type, group migration mode, labor and startup mode, study and work mode, oversea work mode and industry attraction mode. According to the domestic and foreign experience and the tendency of the future development, the writer puts forward some countermeasures to promote the healthy development of labor economy in China, such as pay attention to labor economy in the long term, fully and effectively exert the function of the local party committee and government, quickly increase the farmers' income through multi-patterns and linkage, train the farmers with job skill for the second and third industry, provide local farmers with more employment opportunities through developing industrial colony.
