Abstract：The paper gives a redefinition of innovation, discusses the factors influencing the innovation diffusion.Based on the above, the regional innovative system is established as a synergic system of enterprises, scientific institutes, college, local authorities and the mediums etc., among which enterprises act as the actors interacting with the others which play as the regional innovative milieu.
