Abstract:With the development of tourism,various viewpoints on tourism are used in its development.However,the viewpoint of sustainable development and "five harmonies" presents the new research of tourism.Based on it,this paper curves some features and problems of the tourism of Heilongjiang Province,such as its ecotourism development and its striking marketing areas,with the problem of low yield and poor infrastructure.Then a comprehensive quantity evaluation on the sustainability of the tourism is presented,which manifests a low level of tourism sustainability of Heilongjiang Province.Using the new viewpoint mentioned above,the paper presents some new ideas on regional tourism development,including concentration on the human full-scale development,strengthen the culture and infrastructure construction,harmonize all the components development,especially the balance between human and nature,the institutional innovation of tourism companies,and the system innovation.Some practical suggestions for the development of tourism in Heilongjiang Province are given:①integrate the old industry base,develop the big tourism,improve the economic and social benefit;② harmonize the relationship between the human and nature,develop the eco-tourism,promote the mutual benefit between the tourism and environment protection;③persist the humanity,put the customer at the first,implement the special tourism development strategy;④ construct the cross-northeast tourism loop,reinforce the corporation among the Northeast Asia countries;⑤ adjust the market structure,form the multi-international market structure of which the Russia customer is the biggest proportion;⑥ develop the north border culture tourism strongly,improve the culture quality of tourism,and ⑦innovate the system,strengthen the legislation,set up and consummate the back up system of tourism scientific development.
