Abstract:As a 2700-year-old Chinese famous historical and cultural city, Kaifeng have made some achievements in tourism, but on the whole, its tourism development still remains the primary stage which focuses on the scenic spots economy. The strategy of Zhengzhou & Kaifeng Integration in the 11th five-year plan will provide a significant development opportunity for the tourism prosperity of Kaifeng. Facing to the golden opportunity, we should adjust the tourism development strategy of Kaifeng, rely on the enormous customer market and the convenient traffic of Zhengzhou, and strive for realizing the flourish of tourism economy of Kaifeng during the 11th five-year plan. Under the background of Zhengzhou & Kaifeng integration, the author proposes the main strategic measures of tourism development of Kaifeng in this article, which consists of the following:1) Reform the system of scenic spot, carry out the flexible ticket price, attempt parts of attractions for free, exploit the esplanade around circumvallation, and demonstrate the possibility of exploiting the sight of city-piled-city. 2) Prepare to construct a great cultural market embodied shopping、relax、entertainment and diets. 3) Strengthen the traffic control, beautify the urban environment, expedite the course of tourism legislation and refine the tourism atmosphere. 4) Intensify the function of tourism administration, establish a strong tourism management system and harmonize the development of direct and correlated tourism industries. 5) Make sure the tour city orientation further, and make Kaifeng worthy of the name of the tourism-relax-business city.
