CLUSTER ABSORPTIVE CAPABILITY AND LEARNING OF THE CULTURAL INDUSTRY IN CHINESE RURAL AREAS——A Case Study of the Jade Carving Industrial Cluster in Shifosi

Abstract:Recent works on industrial clusters have provided evidences that local networks interactions and external links are the essential keys to the development of industrial cluster and learning capability in a region. This paper holds that the ACCCI in rural areas also includes the knowledge sharing capability and its institution surroundings in addition to the knowledge acquisition capability, the knowledge assimilation or transformation capability and the knowledge exploitation capability. The paper also finds that the potential ACCCI in rural areas, such as the knowledge acquisition capability and the sharing capability is very strong, because of the relationship proximity, geographical proximity and cognitive proximity among the actors within or outside the cluster. For the lower overall educational level of employees, smaller scale of firms, few universities and research institutions, there is still much room for improvement of the realized ACCCI including the assimilation or transformation capability, exploitation capability in rural areas. Thus, the knowledge flowing and learning network must firstly be perfected to promote the absorptive capability, innovation performance and sustainable development of the cultural industry cluster in rural areas. Secondly, local government and the industry associations should give a full play in building a platform to facilitate SMEs transformative learning and exploitative learning. Finally, must strive to improve the cultural quality of employees, strengthen the cultivation and the introduction of the innovative talents.
