Abstract：This paper gave the conceptions of Regional Institution Environment and the two factors that make up of it,formal Regional Institution and Informal Regional Institution, it also explained the law of the transition of Regional Institution Environment.In the author's opinion,as a kind of encourage mechanisms,Regional Institution Environment conditions the regional proces of urbanization through restricting the individual selecting bundle and influencing the regional transaction cost.The Formal Regional Institution and Informal Regional Institution have different influence on urbanization on different aspect srespectively.
